TECHNICAL REGULATIONS
 
Art. 1 - Introduction
1. The technical regulations of WBPF-Italy govern federal competitive activities and form an integral part of the Federation's constitution. As such, in addition to the rules set forth herein, they consist of instructions, guidelines, orders, and decisions that the Board of Directors may from time to time order, prescribe, and amend for the purpose of fulfilling or promoting the statutory objectives of WBPF-Italy.

Art. 2 - Code of Ethics
1. The WBPF-Italy Code of Ethics exists as a set of beliefs, written to serve as a guide so that all affiliates are seriously committed to conducting themselves as “members of the WBPF-Italy Family.”
Any sports club or individual who, after investigation, is found to have violated the Code of Ethics may be subject to disciplinary or other measures established in the Rules of Justice.
2. The Federation condemns and represses the use of all doping substances and methods that may alter the natural performance of athletes, adhering unreservedly to the World Anti-Doping Code developed by WADA, as implemented by the IOC and CONI. By joining WBPF-Italia, athletes and the legal representatives of affiliated sports clubs take personal responsibility for the use of such substances and methods, subjecting themselves without exception, in the event of a positive test, to the sanctions applied by the national and international federations, as well as to the new criminal penalties provided for by law. The Federation informs that surprise anti-doping tests may be carried out at any location and at any time of the year.
WBPF-Italy promotes bodybuilding and fitness throughout the country. Bodybuilding refers to the harmonious development of the body, seeking the highest level of proportion, symmetry, density, and muscle quality, avoiding excesses in both mass and definition. For this reason, the Federation establishes parameters based on weight percentages that athletes must comply with (see attached table).

Parameters:

Athletes may not exceed the overweight limits.

Those who exceed the limit will be placed in the open weight category.

 

3. Judges, aware that their actions and decisions reflect on the good name of bodybuilding and realizing the responsibility entrusted to them, undertake to:
a) apply all the rules governing competitions honestly, objectively, and impartially;
b) safeguard the interests of all athletes equally;
c) collaborate, providing the best possible conditions, for the benefit of the athletes and other judges;
d) respect the emotions and competitive spirit of the athletes and take into account, to a reasonable extent, their strong emotional charge at the height of the competition;
e) cooperate with the competition organizers, drawing up decisions promptly and clearly, in accordance with the standards required for competitions and judging procedures;
f) refrain from attempting to influence the decisions of other judges and respect their decisions and personal opinions;
g) honor the trust placed in them by their selection as judges and adhere to the standards of conduct that people expect of them;
h) cooperate with athletes, other judges, and officials in developing the highest standards, both moral and physical, for bodybuilding and the advancement of WBPF-Italy;
Art. 3 – Registration, weighing, and competition rules

1. Registration for WBPF-Italy competitions must be completed at least five days prior to the competition. Registrations will not be accepted at the competition venue.
Registrations will only be accepted via the dedicated platform on the website www.wbpfitaly.com

2. Athletes are required to:
a) attend the weigh-in at the appointed time and place;
b) attend the weigh-in wearing their competition costume (no briefs or boxer shorts), so that the jury can verify that it complies with federal rules;
c) be in possession of a valid membership card;
d) hand in the USB stick containing the music for the free routine with the competition number and category written on it; the USB stick must only contain the chosen piece of music;
3. Athletes who slightly exceed the weight of their chosen category will be given 20 minutes to try to return to it.
4. Once the number has been assigned, the athlete may not change categories. The athlete will be given a competition number, which must be attached to the left side of the costume in a clearly visible position and must be worn both in the preliminary round and in the final.
5. Once the weigh-in is complete, the judges will compile a list of all the athletes' names, divided by category, and prepare copies of the list for the Head Judge, Platform Manager, Presenter, Official Photographer, and Press.

6. Before the start of the pre-competition, the Head Judge will draw up the competition schedule, which must be displayed in the changing rooms.
7. Athletes participating in the competition may not withdraw without the permission of the Head Judge and, during the reading of the verdict, they must not leave the competition area or display impatience or dissent, under penalty of appropriate sanctions in accordance with the Rules of Justice.
8. Competitors may not wear shoes, glasses, watches, anklets, pendants, necklaces, bracelets, earrings, wigs, or other ornaments that could be distracting. Eating candy or chewing gum while on stage is not permitted.


Art. 4 – Categorie degli atleti
1. In order to be valid, categories must have a minimum of 3 athletes per competition. Otherwise, competitors will be grouped into the higher category.

Art. 5 – The Judges

1. The category of Judges is governed by the Organic Regulations through the Area Managers.
2. The juries are composed of: 3 Judges, 1 Competition Secretary, 1 Head of Jury.
3. The Head Judge is the highest authority in the competition: he/she must coordinate and control all aspects of the competition, from registration to weighing, and no other official may make decisions that may interfere with the conduct of the competition without first obtaining the authorization of the Head Judge.

4. Judges may not:
a) converse with other Judges;
b) influence the decisions of their colleagues;
c) take photographs;
d) cheer on athletes;
e) judge under the influence of alcohol or drugs;
f) argue with athletes;



Art. 6 - Judges' attire
1. Men's attire consists of: gray jacket with the official WBPF-Italy emblem on the left side, white or light blue shirt, gray pants, official tie.
2. Women's attire consists of: gray jacket with the official WBPF-Italy emblem on the left side, white or light blue shirt, gray pants or skirt, official tie.
 
Art. 7 - Pre-competition

1. The program outlined above should allow for approximately half an hour for each category. To ensure that each category has sufficient time to warm up, athletes must arrive in the warm-up area at least 10 minutes before the scheduled time; anyone who is not present when their category is called may be eliminated.
2. The pre-competition takes place as follows: all athletes are called onto the stage and lined up in numerical order. They proceed with the relaxed pose (heels together and feet flat on the ground), first facing the jury and then with their backs to the jury. This step allows for the evaluation of symmetry and various structural defects. They then proceed with the mandatory poses in groups of five in numerical order.

3. The compulsory poses are:
Men
double biceps (facing the jury)
back (facing the jury)
chest
double biceps (back to the jury)
back (back to the jury)
triceps
abs and legs

Women and couples
double biceps (facing the jury)
chest
double biceps (back to the jury)
triceps
abdominals and legs
Fitness:
4 relaxed symmetry poses (front – side – back – side – front)
4. The pre-competition gets underway with comparisons called directly by the judges. A minimum of three and a maximum of five athletes may be called for comparison.

5. The judge has a form at his disposal, with the numbers of the athletes competing, on which he must mark the ranking.
6. At the end of the category, the Head Judge will collect the forms to add them up and make the final ranking. The competitors' scores and rankings must be strictly confidential and cannot be disclosed until the end of the final.


Art. 8 - Finals
1. All athletes participate in the final regardless of their position. Five athletes at a time take to the stage in numerical order and perform the compulsory poses, followed by 30 seconds of poses-down. The six finalists are then called back on stage to perform the compulsory poses so that the judges can draw up the final ranking. This is followed by a one-minute free pose routine from the start of the music.
2. Once the free pose performances are over, the six finalists are called back on stage for a one-minute pose-down, followed by the reading of the verdict and the awarding of prizes from 5th to 1st place.
3. The competition secretary must send all competition reports to the National Secretariat within five days, attaching the verbal report of the competition itself.

Art. 9 - Line of reasoning

Bodybuilder maschile:
Simmetria - Proporzioni - Massa Muscolare - Definizione - Carisma.
Sono da considerare penalità la presenza di difetti strutturali (scoliosi-cifosi - gambe storte, ecc), inestetismi ( ginecomastia – foruncolosi – addome eccessivamente dilatato , eccessiva definizione (emaciazione).
Bodybuilder femminile:
Simmetria - Proporzioni - Tonicità Muscolare - Femminilità - Carisma.
Sono da considerare penalità la presenza di difetti strutturali (scoliosi - cifosi - gambe storte, ecc…), inestetismi (foruncolosi – addome eccessivamente dilatato), eccessivo sviluppo muscolare, eccessiva definizione (emaciazione) o magrezza, mancanza di femminilità.
Fitness:
Simmetria - Proporzioni - Tonicità Muscolare - Femminilità - Eleganza - Carisma - Abilità nella routine di pose (forza - elasticità - trasposizione nella musica).
In questa categoria è molto importante anche la bellezza del viso.
Sono da considerare penalità la presenza di difetti strutturali (scoliosi - cifosi - lordosi, ecc), inestetismi (foruncolosi), eccessivo sviluppo muscolare, definizione, emaciazione, mancanza di femminilità.
Coppie:
Simmetria, Proporzioni, Muscolarità nell'uomo e Tonicità nella donna, Proporzioni di coppia, routine di pose libere (coordinazione nei movimenti, trasposizione nella musica ecc).
 
Art. 10 – National Team
1. Winners of selection trials and Italian Championships may join the National Team subject to a negative doping test.
2. In selection trials, the National Technical Commission will evaluate athletes as potential members of the National Team.
3. Athletes selected to compete at international level will be tested at the start of the program and only if the test is negative will they be able to join the WBPF Italy National Team for the following competitions:
European Championships
World Championships
International Grand Prix
4. National Team athletes are provided with a special health booklet in which the anti-doping tests carried out every four months are recorded.
Art. 11 – Judges
1. Judges will be accommodated as follows:
Accommodation:
Up to 150 km: no accommodation.
From 150 to 250 km: 1 night's accommodation of your choice (the night before or after the race).
Over 250 km: 2 nights' accommodation.
The km refer to the distance from the place of residence to the race venue.
Meals:
Up to 150 km: dinner on the day of the competition.
From 150 to 250 km: breakfast, lunch, and dinner on the day of the competition.
Over 250 km: dinner the day before the competition, breakfast, lunch, dinner, and breakfast.
Art. 12 - Executives, presidents, and area managers
Introduction

In order to ensure uniform, transparent, and efficient management of the Federation throughout the country, as well as to protect the work of the managers themselves and of WBPF Italy, this document defines the roles, duties, operational responsibilities, constraints, and limits of liability of the Territorial Managers (Regional Presidents, Sector Managers, and equivalent figures).

These regulations are official guidelines and are intended as an operational reference.

The Role of Territorial Manager

The WBPF Italy Territorial Manager is responsible for:

promoting the development of the WBPF movement in the territory under their jurisdiction;

representing the Federation in accordance with its values, image, and national guidelines;

acting as a coordinating element, not as an autonomous or independent entity with respect to the federal structure.

The role is fiduciary and collaborative in nature, not proprietary or exclusive.

General Duties

The Regional Manager is required to:

act in the exclusive interest of WBPF Italy;

comply with the directives, regulations, and guidelines established by the National Presidency and the Board of Directors;

maintain behavior consistent with institutional decorum, both in sports and communication;

foster a climate of collaboration, avoiding initiatives that could generate internal conflicts or federal misalignments.
 

Operational Responsibilities in the Territory

The Territorial Manager is responsible for:

coordinating and assisting federal activities in the territory supported by the Presidency and the Executive Council (competitions, promotion, communication, relations with gyms and technicians);

providing organizational support for official federal events;

liaising between the territorial base and the national structure.

The Manager does not operate with absolute decision-making autonomy, but within a coordinated system.

Seminars, Training Courses, and Activities

The Regional Manager has the authority to:

propose, organize, and manage seminars, training courses, and educational activities in the territory under their jurisdiction,

provided that:

such activities are not already organized or scheduled by the National Federation;

prior notification is given to the national structure;

the content is consistent with WBPF technical and training standards.

National training activities remain the exclusive responsibility of the Central Federation.

Sponsorships and Regional Partnerships

The Regional Manager has the right to:

acquire sponsors and commercial partners at local or regional level;

with the following restrictions:

such agreements must not conflict with already confirmed national sponsors;

they must not interfere with product sectors covered by exclusive agreements at federal level;

the use of logos, naming and federal image must comply with the official WBPF Italy guidelines.

Each regional agreement must be compatible with and subordinate to the national commercial strategy.

Event Organization

When organizing WBPF events (competitions, meetings, official events), the Territorial Manager is required to:

fully comply with the technical, organizational, and image guidelines provided by the National Federation;

comply with regulations, formats, judging criteria, uniformity of the judging panel, and communication standards;

collaborate with the federal bodies responsible for control and supervision.

No event can be considered “autonomous” if held under the auspices of the WBPF.

Limits of Responsibility

The Regional Manager:

cannot take positions, make decisions, or issue statements that are binding on the National Federation without an express mandate;

cannot modify regulations, judging criteria, or federal guidelines;

is not responsible for strategic, regulatory, or political choices that are the exclusive responsibility of the National Executive Council.

Principle of Loyal Cooperation

Each Regional Manager is required to operate according to the principle of loyal cooperation, in compliance with shared procedures and established timelines, including the prior submission of proposals and comments in writing when requested.

Discussion is encouraged; improvisation is not.

The Sector Manager

The Sector Manager (technical, women's, men's, training, and other specific areas) is a key operational figure in federal activities, established with the aim of developing the sectors of reference of WBPF Italy in a structured and continuous manner.

The Sector Manager is responsible for:

operating throughout the country, in synergy with the Regional Delegates;

acting exclusively in the interests of WBPF Italy for the assigned sector;

promoting the qualitative and quantitative growth of the sector of competence.

Operational responsibilities

Specifically, the Sector Manager is required to:

analyzing the state of development of the relevant sector;

proposing regulatory, technical, and organizational improvements;

putting forward concrete initiatives, such as:

seminars,

internships,

training courses,

themed events;

collaborating with the national structure for the implementation of activities;

acting as a technical reference point for athletes, coaches, and judges in the sector.
