TECHNICAL REGULATION
 
Art. 1 - Introduction
1. The technical regulation of the WBPF-Italia governs federal competitive activities and constitutes an integral part of the constitution of the Federation. As such it is composed, in addition to the rules established here, by instructions, guidelines, orders and decisions that the Board of Directors may from time to time order, prescribe and amend with the aim of fulfilling or promoting the statutory purposes of the WBPF- Italy.
 
Art. 2 - Code of ethics
1. The WBPF - Italy Code of Ethics exists as a set of beliefs, written to serve as a guide so that all affiliates are seriously committed to conduct themselves as a "member of the WBPF-Italia Family".
Any Sports Club or individual who, after an investigation is found to have violated the Code of Ethics, may be subject to disciplinary or other measures established in the Rules of Justice.
2. The Federation condemns and represses the use of all doping substances and methods that may alter the athletes' natural performance, adhering without reserve to the World Anti-Doping Code drawn up by WADA, as implemented by the IOC and CONI. By joining the WBPF-Italia, the athlete and the legal representative of the affiliated Sports Club become personally responsible for the use of these substances and these methods, subjecting themselves without any derogation, if the positivity is ascertained, to the sanctions applied by the national and international federations, as well as the new penal discipline in accordance with the law. The Federation informs that surprise anti-doping controls can be carried out at any location and at any time of the year.

The WBPF-Italia promotes Body Building and Fitness throughout the national territory. By Body Building we mean a harmonious development of one's physique looking for the highest level of proportions, symmetry, density and muscle quality, avoiding excesses both in mass and definition. For this reason, the Federation establishes parameters based on weight percentages that the athlete must respect (see attached table).

Parameters:

The athlete cannot exceed the overweight limits.

Whoever exceeds the limit will be placed in the open weight category, single category

 

3. The Judges, aware that their actions and decisions reflect on the good name of bodybuilding and realizing the responsibility entrusted to them, undertake to:
a) apply honestly, objectively and impartially all the rules governing the competitions;
b) safeguard the interests of all athletes equally;
c) collaborate, providing the best possible conditions, for the good of the athletes, of the other judges;
d) respect the emotions and the competitive enthusiasm of the athletes and take into account, to a reasonable extent, their strong emotional charge at the height of the competition;
e) cooperate with match organizers, drafting decisions promptly and clearly, in accordance with required match standards and judging procedures;
f) refrain from attempting to influence the decisions of other judges and respect their personal decisions and opinions;
g) to honor the trust placed in their selection as judges and to adhere to the standards of conduct that people expect of them;
h) co-operate with athletes, other judges and Officials in developing the highest standards, both moral and physical, for bodybuilding and the advancement of WBPF-Italy;
 
Art. 3 – Registration, weighing and tender ethics
1. Registration for WBPF-Italia competitions must be made within five days before the competition. Registrations are not accepted at the competition site.

Entries will be accepted exclusively by the dedicated platform on the websitewww.wbpfitaly.com

2. Athletes are required to:
a) show up for the weigh-in at the established time and deadline;
b) appear at the weigh-in wearing the competition costume (not briefs or boxers), so that the jury can verify that it complies with federal rules;
c) be in possession of a regular membership;
d) deliver the flash drive containing the music for the free routine with the race number and the category to which it belongs written; the flash drive must contain only the selected piece of music;
3. The athlete who slightly exceeds the weight of the chosen category will be given 20 minutes to try to re-enter the category.
4. After assigning the number, the athlete cannot change the category he belongs to. The athlete will be given a race number which must be attached to the left side of the costume, in a clearly visible manner, and must be worn both at the pre-competition and at the final.
5. Once the weighing operations have been completed, the Judges will compile a list with all the names of the athletes, divided by category, and will prepare copies of the same for the Head Jury, Head Platform, Presenter, Official Photographer, Press.
6. Before the start of the pre-competition the Chief Jury will draw up the competition program which will have to be displayed in the changing rooms.
7. Athletes taking part in the competition cannot withdraw without the permission of the Head Jury and during the reading of the verdict they must not leave the competition field or show impatience or dissent, under penalty of a just sanction in accordance with the Rules of Justice.
8. Competitors may not wear footwear, glasses, watches, anklets, pendants, necklaces, bracelets, earrings, wigs and other ornaments that could be distracting. It is not permitted to eat candy or chew gum while on stage.

Art. 4 – Categories of athletes
1. The categories, to be validly formed, must have a minimum of 3 athletes per competition. Otherwise the competitors will be grouped in the higher category.

Art. 5 – The Judges

1. The category of Judges is governed by the Organic Regulations through the Area Managers.
2. The juries are made up of: 3 judges, 1 competition secretary, 1 head jury.
3. The Chief Jury is the highest authority in the competition: he must coordinate and control all aspects of the competition, from registration to weighing and no other official can make decisions that may interfere with the conduct of the same, without first having the authorization of the Chief Jury.
 
4. The Judge cannot:
a) converse with other Judges;
b) influence the decisions of his colleagues;
c) take photographs;
d) inciting the athletes;
e) judging under the influence of alcohol or drugs;
f) discuss with the athletes;


Art. 6 - Judges' clothing
1. Men's clothing consists of: gray jacket with official WBPF-Italia crest on the left side, white or light blue shirt, gray trousers, official tie.
2. Women's clothing, gray jacket with official WBPF-Italia crest on the left side, white or blue shirt, gray trousers or skirt, official tie.
 
Art. 7 - Pre-tender
1. On the displayed programme, a timetable of about half an hour must be foreseen for each category. To ensure that each category has time to warm up, athletes must arrive in the warm up area at least 10 minutes before the scheduled time; who will not be present at the call of the category can be eliminated.
2. The pre-competition takes place as follows: the athletes are all called to the stage and arranged in line, in order of number. We proceed with the relaxed pose (heels together and feet resting on the ground), first facing the jury and then back. This step allows to evaluate the symmetry and the various structural defects. We then continue with the obligatory poses in groups of five in numerical order.

3. The mandatory poses are:
Men
double biceps (facing judging panel)
dorsal (facing the jury)
bibs
double biceps (backs to the jury)
dorsals (back to the jury)
triceps
abs and legs


Women and couples
double biceps (facing judging panel)
bibs
double biceps (backs to the jury)
triceps
abs and legs
Fitness:
4 relaxed symmetry poses (front – side – back – side – front)
4. The pre-competition comes alive with comparisons called directly by the judges. A minimum of three to a maximum of five athletes can be called for comparison.
5. The Judge has a form available, with the numbers of the athletes in the race, on which he must mark the classification.
6. At the end of the category the Head Jury will collect the modules to add them up and make the final classification. The scores of the competitors and the rankings must be strictly confidential and cannot be disclosed until the end of the final.

Art. 8 - Final
1. All athletes participate in the final regardless of the position obtained. Five athletes at a time take the stage, in order of number, and perform the mandatory poses, followed by a 30-second pose-down. The six finalists are then called back to the stage to perform the mandatory poses in order to allow the judges to draw up the final classification. Follows the routine of free poses lasting one minute from the start of the piece of music.
2. At the end of the free pose performances, the six finalists are recalled to the stage for a one-minute pose-down, followed by the reading of the verdict with awarding from 5th to 1st place.
3. The tender secretary must send all the minutes of the tender to the National Secretariat within 5 days, together with the verbal report of the tender itself.

Art. 9 - Judgment line
1. The athlete must be judged taking into account the following criteria:
  1. Male Bodybuilder:
    Symmetry - Proportions - Muscle Mass - Definition - Charisma.
    The presence of structural defects (scoliosis-kyphosis - crooked legs, etc.), blemishes (gynecomastia - furunculosis - excessively dilated abdomen, excessive definition (emaciation) are to be considered penalties.
  2. Female Bodybuilder:
    Symmetry - Proportions - Muscle Tonicity - Femininity - Charisma.
    The presence of structural defects (scoliosis - kyphosis - bandy legs, etc.), blemishes (furunculosis - excessively dilated abdomen), excessive muscle development, excessive definition (emaciation) or thinness, lack of femininity are to be considered penalties.
  3. Fitness:
    Symmetry - Proportions - Muscular Tonicity - Femininity - Elegance - Charisma - Skill in posing routine (strength - elasticity - transposition in music).
    In this category, the beauty of the face is also very important.
    The presence of structural defects (scoliosis - kyphosis - lordosis, etc.), blemishes (pimples), excessive muscle development, definition, emaciation, lack of femininity are to be considered penalties.
  4. Couples:
    Symmetry, Proportions, Muscularity in men and Tonicity in women, Proportions for couples, routines of free poses (coordination of movements, transposition into music, etc.).

Art. 10 – Rules for passage to the Prize Money Tour
1. The following are eligible to apply for the Prize Money Tour:
a) the winner of the European Championship;
b) the winner of the World Championship;
2. The right is valid for twelve months from the acquisition of the requirements.
3. At the time of requesting passage to the Prize Money Tour, those entitled must be regularly registered with the WBPF-Italia in the amateur sector;.
5. The Prize money Tour is governed by the federal regulations in force for the amateur sector and by the international WBPF regulations for the sector.
 
Art. 11 – National Team
1. The winners of the selection and of the Italian Championships can be part of the National Team after verification of the negativity of the anti-doping test.
2. In the selection competitions, the National Technical Commission will evaluate the athlete as a possible member of the National Team.
3. Athletes who will be selected to compete at international level will be tested at the beginning of the program and only in case of negativity will they be able to be part of the IFBB-Italy National Team for the following competitions:
  • European Championships
  • Mediterranean Games
  • World Championships
  • World Games
  • International Grand Prix by invitation
4. The athletes of the National Team are provided with a special health booklet where the anti-doping controls carried out on a quarterly basis are recorded
Article 12 - Judges
1. The Judges will be hosted as follows:
  • Overnight:
  • Up to 150 km no overnight stays.
  • From 150 to 250km. 1 overnight stay of your choice (the evening before or after the race).
  • Over 250km. 2 nights.
  • The km are intended as the distance from the place of residence to the place of competition.
     
  • Food:
  • Up to 150km Race day dinner.
  • From 150 to 250km. breakfast - lunch - dinner on race day.
  • Over 250km. dinner the day before the race - breakfast - lunch - dinner - breakfast.
